Planner Jess Hertzberg summarized the Summit County Outdoor Coalition (SCOC), a regional partnership created in 2023 to coordinate outdoor recreation, conservation, and resilience work. She told council the group's charter and strategic plan now accommodate Keystone as a partner and steering-committee member and emphasized there are no financial obligations to participate: "They are mostly about attending meetings and expectations for participation, and there are no financial obligations to participate," she said.
Council asked about absent partners (Vail Resorts, Copper Mountain and Dillon) and whether "initiate and support coalition initiatives" meant the town would be required to spend money; staff clarified that the phrase describes collaborative planning and advocacy and does not impose a funding obligation. Several council members encouraged joining to improve regional coordination and to support shovel-ready projects in the coalition's strategic plan.
