Town staff reported they solicited RFPs for two mill-and-overlay projects: West Keystone Road (from the Highway 6 intersection to just over the bridge) and the Montezuma Road underpass. Only two local contractors generally perform asphalt repairs in the region; Columbine Construction declined to bid due to capacity and AP submitted proposals. The town manager said AP's pricing came in "very much in the expected range," with West Keystone priced at $3.65 per square foot ($4.23 with traffic control) and Montezuma at $3.39 per square foot ($3.59 with traffic control). The combined cost for both projects was $327,301.46 against an $825,000 maintenance/construction budget.
Council members asked how these maintenance projects compared to three other capital items (Razor Drive bus stop, Tennis Club Road intersection rework, West Hills bus stop) and whether using reserves or supplemental budgets would be necessary. Staff said the two mill-and-overlay projects are maintenance-driven (from a 2024 road assessment) and are separate from the other engineered infrastructure projects, which could require supplemental funding depending on bids. Council directed staff to finalize bid details and prioritize among outstanding projects with updated cost estimates.
