Mark Matthews, a resident of 529 Meisel Drive, said smaller homeowner associations welcome a straightforward process and urged the town to keep the application simple so associations can engage without excessive technical burden. Council members thanked both speakers and confirmed public-comment rules and the three-minute limit. Staff later noted Tennis Club Road is on the list of roads discussed for possible acceptance and maintenance, subject to the new policy's procedures and any conditions staff recommends.
