"The Kendall Trust is to be used for municipal purposes," Chair Rob Maidman said, and the board discussed how to combine trust funds, a Town Meeting allocation, and grant support. Members emphasized the need for a clear scope and that if consultant costs remain below $50,000 the procurement rules would not force selection of the lowest bidder, giving the board flexibility on consultant choice. Board members asked for a narrowly scoped RFP to define what should be changed, what should be removed, and what should be elevated into zoning.
