A TML representative presented the city's 2026-27 insurance renewal and explained how the pool combines a municipality's experience, board-approved rate changes and exposure (vehicles, personnel, properties) to set contributions. She said workers' compensation categories (police, clerical, firefighters, EMS) saw declines but territorial auto-liability rates rose significantly, driving the overall increase.
"So, in total, you're seeing an increase of about 12%," the presenter said, and summarized that the city's package including workers' comp, liability, auto and property moves from roughly $61,002.10 to $68,009.48 starting Oct. 1. Councilors asked for the contribution summary sheet and clarification of which line items and territories caused the largest increases; the presenter pointed to a combination of a territorial 35% auto-rate change and elevated auto-claim severity across the pool as the primary driver.
