Council authorizes condemnation authority for North Armstead Avenue resilience project

The Hampton City Council on Sept. 24 authorized staff to acquire by negotiation — and to use condemnation if necessary — easements needed for the North Armstead Avenue Raising Resilience Project.
Deputy City Manager Bridal De Profio described the site and the need: “Armstead Avenue is one of the busiest and most important roads in the city... a section in front of Home Depot floods during storm events,” De Profio said. She told the council the project is supported by grant dollars the city has secured and that staff needs a temporary construction easement of 0.085 acres and a permanent drainage easement of 0.056 acres from the affected property (HD Development of Maryland/Home Depot). Staff reported ongoing negotiations with the property owner and asked council to authorize condemnation authority if negotiations fail.
No members of the public spoke on the item. Following the public hearing the council moved to approve the resolution authorizing acquisition of easements by negotiation or condemnation; the motion passed with recorded 'Aye' votes. Staff said the authorization is intended to keep the project on schedule while negotiations continue.
