Groves staff propose 5.75% utility rate increases; average water bill projected at about $73.25

City staff said the budget package includes a proposed 5.75% increase for solid waste, water and wastewater rates, part of the city's plan to fund aging infrastructure and upcoming capital projects. "Also proposing we saw on the presentation from NewGen at the last meeting. Solid waste, water, and wastewater all have a 5.75% increase," the presenter said.
During the workshop staff walked council through example-bill calculations. The presenter said the average water portion for 2026 would be "$73.25." A council member aggregated those figures and estimated that, including water, sewer, property taxes and sanitation, an average house under the assumptions shown could face roughly $213 per month in combined charges. Staff stressed these are modeled examples tied to certified values and the tax-rate option council eventually chooses.
