Rocky Rodriguez, AOCA’s business development manager, presented AOCA’s planning and development services to the council, positioning the firm as a turnkey partner for permitting, plan review and inspections. Rodriguez said AOCA works with dozens of South Texas communities, staffs certified inspectors and offers an in‑house permitting ERP called Vertex Plans, which the company provides "for free to our clients."
Council members asked how AOCA would import the city’s records and whether the platform would lock the city out of its data. Rodriguez said integration typically takes 2–6 weeks, AOCA would provide the storage and the city would retain full access. He summarized AOCA’s turnaround goals: "We guarantee any project under $5,000,000 that we will turn around that plan review back to the city...within 5 days. We're actually turning those around in 3.2 days." Councilors pressed about fee analyses and whether AOCA can align local fees with neighboring jurisdictions; Rodriguez said AOCA provides a fee analysis and contracts through BuyBoard or a service agreement.
