The council acted to change zoning from agricultural to a planned-development (PD) designation for the Taylor Ranch/Palmer Lakes area, a project that staff said includes 678 single-family lots and developer commitments for regional infrastructure. Staff described an amended development agreement that added roughly 10 acres for emergency services and said the PD includes staged allowances for temporary gravel surfaces used during construction (limited to three years or until permanent permits are submitted).
Civil engineer Mark Shaw told the council the developers are investing heavily in wastewater infrastructure and road improvements, estimating that the combined projects will support regional service needs: "We are putting in approximately a $100,000,000 worth of infrastructure that will support Mustang's [utility district] but ultimately supports the city of Gunner." The council opened public comment and heard both developer representatives and at least one resident ask questions about bypasses and long-term community benefits before approving the ordinance by a 4–1 vote.
