The applicant for the Goose Creek destination district presented design concepts focused on placemaking and a mix of housing and hospitality.
Presenter Logan Stern described a central public plaza roughly the length of a football field framed by retail and hospitality: "The site is organized around a larger pool of gathering space...roughly closing on the length of a football field," he said, and emphasized that the architecture shown is conceptual and will be refined during later design reviews.
The plan packet currently shows the multifamily building with 54 units, but staff reminded the panel the PD caps density at 50 units per acre and that the final unit count could change. The PD text also permits the multifamily portion to be used as a boutique hotel if that economic model is viable, a flexibility the applicant said they requested to allow for market adjustments.
On tenant mix the presenter said the project is designed for smaller, local‑scale retail and "upscale casual" restaurants rather than large national chains. He said event programming could temporarily repurpose parallel parking to expand the plaza for larger community gatherings.
