The Jackson Township Planning Board approved preliminary and final major site‑plan applications for a proposed 32,955 square‑foot childcare center at 33 South New Prospect Road on Aug. 3, 2026, subject to a set of conditions the applicant agreed to and to required outside‑agency approvals. Donna Jennings (applicant counsel) introduced the plan; Eric Halpert, the applicant’s engineer and planner, described operations that would include 23 classrooms, “approximately 53 staff members, a maximum of 400 children,” and staggered drop‑off/pick‑up windows.
Architect Naphtali Gut described internal floor plans that place infants and children under 2.5 years in areas designed for easier egress, and he confirmed the building will be fully sprinkled and have multiple means of egress. Traffic engineer John Ray testified the applicant will be required to provide county‑level roadway work—including widening and a 2‑way left‑turn lane along the property frontage—and recommended additional on‑site parking and a staggered drop‑off regimen to manage peak flows. The board conditioned its approval on technical revisions, receipt of final JTMUA sewer connection approvals, fire department sign‑off, detailed traffic/staging plans, and explicit enforceable language about drop‑off/parking procedures. The resolution also authorized three design waivers for entrance/exit drive lengths and related circulation items typically applied for when a different circulation pattern is reasonable.
Board members pressed applicants on several operational risks—traffic stacking on South New Prospect, safe unloading and egress for infants located in an English‑basement condition, and the durability of staffing patterns that reduce parent trip counts. The applicant and owner stated they will install evacuation cribs, conduct regular fire drills, provide security camera access to police on request, and work with the township and county on signage and a no‑stopping/standing restriction during peak hours. After deliberation the board approved the application by roll call, with the resolution to enumerate the agreed conditions and outside‑agency approvals required for CO.
