Sandra presented the compensation schedule and said staff followed the state requirement (SB 91) to publish executive compensation. She told the council that last year the staff used a 2.6% COLA in the schedule, and that the attached staff report included the compensation table required for public disclosure. There were no members of the public who spoke during the hearing.
Mayor defended the compensation packages, saying that the city functions like a business with a $20 million budget and that the city manager and executive staff are analogous to corporate CEOs. The council approved the ordinance by roll call vote.
No additional personnel actions or salary amounts beyond those in the posted schedule were discussed during the meeting; the ordinance adoption follows the statutory notice and public hearing process rather than creating new positions.
