ARPA update: juvenile detention nearing completion, animal shelter behind schedule with contract issues

John Hernandez, county engineer, updated the court on two ARPA‑funded construction projects. "The juvenile detention is more or less about 70% complete," Hernandez said, noting a remaining contract balance of roughly $621,000. He said the county and contractor are working under a compressed schedule with a December target and that project administration firm Langford and engineering consultants are monitoring ARPA compliance.
On the animal shelter, Hernandez said progress is about 50% and that the contract sum is $1.6 million with a remaining balance near $962,000. He told the court Beck Brothers received an incorrect office building part, and contractor representatives said they are expediting corrections and will get the proper building onsite. Commissioners pressed the contractor on moisture and mold risks if the building is set prior to full weatherproofing; the contractor representative said they will prioritize making the building watertight and testing for moisture before occupancy.
