"We believe the creek clearing needs to occur prior to any study being done," Adam said, explaining that Cobb Finley was engaged under a professional services agreement but that some tasks—such as clearing and targeted evaluation of outfalls—must come first. He said the city will continue separate work on the upper reaches of the creek and on drainage at the Preston Event Center, and that code enforcement will examine nearby single-family residence impacts.
The pause affects the full, comprehensive study but not specific engineering work: Adam said Jenny (the city engineer) and staff will examine the outfalls from the Meadows and the drainage mechanism there. Council members asked staff to meet next week with HOA representatives to discuss the sequence and the 'pre-claim' coordination needed before resuming the broader study.
