Willard council weighs water-service options as Burns subdivision would use Perry water

During the July 10 work session, council and staff reviewed that Pat Burns had obtained permits to extend water under the railroad to connect with infrastructure on the Tagge property west of the tracks. The council noted the resulting homes would have Perry addresses while remaining inside Willard city limits, which creates an immediate question about billing and service responsibility: would Perry wholesale water to Willard, or would residents pay Perry directly?
Mayor Travis Mote and staff emphasized that such a service arrangement could only proceed under a negotiated interlocal agreement specifying rates, maintenance and billing responsibility. The transcript records council asking explicitly, “Who would the residents pay for water? Would Perry wholesale water to Willard for this subdivision?” Staff were directed to clarify the mechanics and legal requirements for an interlocal agreement and to return with those findings at the Aug. 7 follow-up meeting.
No formal agreement or rate structure was presented at the July 10 session; council took no vote. The item remains in an analysis stage pending Perry’s position and the written terms of any interlocal arrangement.
