The Local Government Review Board voted May 7 to include two proposals in its tentative report for placement on the ballot — a hybrid at-large representation structure and a change to self-governing municipal powers — and approved minutes from March 5 and April 9.
A motion to add the hybrid representation proposal to the tentative report passed with recorded votes of Sergent, Whiteman and Mayer in favor. "Motion was made to put in the tentative report the proposal for the ballot to change the representation structure for the City of Sidney to being a the hybrid model," the minutes state. The motion was made by Whiteman and seconded by Mayer.
The board also approved a separate motion to include a proposal to change the City of Sidney's powers to self-governing in the tentative report. The discussion packet contrasted general powers with self-governing authority, and members cited past situations where increased local authority could have aided responses during the oil boom. "The LGRB discussed the report provided in the packet explaining the general versus selfgoverning powers," the record shows. The motion to forward the self-governing proposal was made by Mayer and seconded by Whiteman and carried with the same recorded vote.
On routine business the board approved its March 5, 2026, minutes (motion by Mayer, seconded by Whiteman) and its April 9 training meeting minutes (motion by Whiteman, seconded by Sergent). All votes on the minutes were recorded as yea: Sergent, Whiteman, Mayer.
Interim CAO Chamberlin presented a tentative schedule should ballot items advance and the board requested an open house on June 18 to bolster public participation. "The LGRB requested the meeting on June 18th also contain an open house with food such as pizza to entice people to attend and ask questions," the minutes note. The meeting opened at 5:30 p.m. and adjourned at 6:01 p.m.
