Willard leaders review Pat Burns parcel boundary and rezone application tied to Perry utility connections

Willard City leaders met July 10 for a special work session to discuss a parcel boundary adjustment and rezone application from Pat Burns affecting parcels 02-035-0061, 02-035-0063 and 02-035-00789 near 3630 S Perry St (approx. 3650 S 1200 W). The meeting, called to order at 5:10 p.m., reviewed Burns’s submitted permits to extend sewer and water under the railroad to connect with infrastructure on the Tagge property on the west side of the tracks.

Council members and staff focused on how the proposed subdivision would tie into Perry’s water system and the city’s sewer service. Councilmember Rod Mund flagged that Willard “would need a way to determine where the sewage is coming from because Willard only pays a percentage of the Sewer Treatment Plant,” prompting discussion of routing and cost-allocation options. City Engineer Chris Breinholt described a possible sewer alignment from 750 N that would require a lift station.

The council emphasized that because the homes would carry Perry addresses while sitting inside Willard city limits, any water service arrangement would require an interlocal agreement. Council asked staff to clarify whether Perry would wholesale water to Willard or if residents would pay Perry directly, and to outline billing and long-term maintenance responsibilities. Mayor Travis Mote asked for a topographical map showing both sides of the railroad and directed staff to model infrastructure implications over the next 10 years to inform a decision about annexation status or other options.

The council scheduled a follow-up discussion for Aug. 7 at 5:00 p.m. to review engineering findings. The work session adjourned at 6:10 p.m.
