Court rescinds and reissues multiple emergency-services RFPs after state changes to VET HUB rules

The San Patricio County Commissioners Court rescinded several previously awarded contracts and approved reissuing requests for proposals after state-level changes to rules governing the VET HUB program and the historical underutilized business statute (Texas Government Code chapter 2161).

On items 2.4h, 2.4i and 2.4j the court rescinded awards to Crowder Gulf, True North Emergency Management, DRC Emergency Services, Garner Environmental and United Rentals for debris removal, debris monitoring and emergency-management assets. The judge read agenda language explaining the rescissions were required "to comply with the revised rules governing administration of the VET HUB program under the historical underutilized business statute, Texas government code chapter 2,161 effective 05/12/2026," which replaced prior emergency rules.

Commissioner Yardley explained the practical reason for re-procurement: "We're doing this because of a change in the rules from the federal and state government. The state's changed everything on it. We had all this squared away, and we thought, but the state changed while we were doing it. So we have to go through all this process again to get it official." The court approved motions to rescind and to reissue RFPs for debris removal and emergency response services (items 2.4k, l and m) as read.

The actions pause current contracts and move procurement back to solicitation to ensure compliance with the updated statutes and program rules.
