City staff proposed adding a half-year (0.5 FTE) police officer to the interim budget so the department can recruit before the full fiscal-year appropriation. "It kinda makes sense... to fund this individual for 0.5 the year. And that would equate to $83,500," Peter said, noting the city would need roughly $59,600 in one-time funding from fund balance to cover the remainder of the current year.
Council members debated hiring strategy and costs. Members said lateral hires are increasingly scarce and staff likely will recruit early-career officers who may still require academy training. One council member noted, "The academy tuition, I think, would cost you around $4,000." Staff said the plan was flexible: if a qualified lateral is found, costs and timing could change; if the recruit requires academy sponsorship, the city could decide whether to fund tuition or pursue alternative recruitment arrangements. The full-year cost for budgeting next year was estimated at about $154,420 and would be incorporated into next year’s truth-in-taxation planning if approved.
