Justice Center 94% spent; pay application, transformer work and lift station could delay opening

County project staff told the Commissioners Court July 6 that construction of the new Justice Center is nearing financial completion but still faces utility dependencies that could delay an opening.
John Hernandez told the court "this month's pay application is about $1,154,848.93 and that brings the project to about 94% complete as far as money spent." He added that the county retains a 5% retainage and that progress month-to-month had slowed only about 2 percent.
Hernandez said the furniture procurement timeline (10–12 weeks after POs) and site work controlled by utilities are critical path items. He described a needed transformer pad and AEP work to extend power and noted the sanitary lift station is a city project with an estimated six-week AEP-related lead once pads and easements are in place. "The lift station itself is actually the city's... and it's part of a bigger project for the city to do," Hernandez said, emphasizing the county is coordinating with the developer and the city.
The court discussed scheduling, HVAC commissioning and remaining punch-list work; commissioners were invited to visit the construction site and review progress photos. The court recorded the current pay application and asked staff to continue reporting status updates at future meetings.
