Her presentation covered mandatory public notice (24 hours), the definition of a quorum, the specificity required in agendas, required minutes and recordings, the circumstances under which a closed meeting is permitted, and record retention rules.
Louise reminded council that closed meetings have strict subject‑matter requirements and that failure to comply with the act can render a final action voidable and may expose members to misdemeanor penalties. "A quorum means a simple majority of the membership of a public body," she said, and she emphasized that minutes and recordings must be retained and made available in accordance with statute.
