One committee member warned that a solution that "prohibit[s] the development of the last few parcels of undeveloped land" would be counterproductive, and urged the committee to seek a balance that protects residents while allowing feasible development.
Members asked whether the code could set finite, objective standards for slopes or require increased setbacks when a proposal abuts existing residential neighborhoods. "Can we make that... real different if it abuts to residential neighborhood compared to butting up to something else?" one member asked, pressing for clarity and predictable rules.
A proposed approach endorsed by several members was to increase buffer distances adjacent to residences and pair that change with a variance process requiring council review for exceptions — an approach intended to reduce the likelihood of steep grading next to homes while still allowing projects with substantial public benefit to proceed under review.
