Danielle Russell presented the FY2026 capital improvement plan, saying year one of the six‑year CIP totals $62.1 million in project appropriations and draws on a mix of PAYGO, debt and external grant funding. "The fiscal year 2026 capital budget represents the 1st year of the 6 year capital improvement plan and totals $62,100,000 in project appropriations," Russell said, and outlined funding sources including $6.9 million in PAYGO, $23.1 million in debt financing and $30.2 million in external grants or loans.
Russell said education is the largest category with almost $30.4 million earmarked for the Northern Middle School construction project; enterprise funds include $6 million for water system improvements in Chesapeake Heights and Dares Beach, while $5 million is allocated to the county paving program. The CIP also funds parks, public facilities maintenance and targeted public-safety apparatus replacement.
