Council approves redevelopment plan amendments and lease‑financing for Lafayette Theater rehabilitation

Councilors advanced two related redevelopment resolutions to include the Lafayette Theater (and a six‑unit townhome project) in the consolidated Creasy Central Economic Development Area and to authorize lease agreements and financing mechanisms to support renovation. Dennis Sontin (speaker 19) and Jason Simmel of Baker Tilly (speaker 15) explained that, because of constitutional and statutory debt limits, the city will use lease financing through the redevelopment authority; temporary site leases for identified roads will be used during construction to avoid capitalized interest costs.
Jason Simmel presented the financing schedule and preliminary numbers: estimated project cost a little over $19,400,000; a $3,000,000 REDI grant and $2,000,000 of city cash applied to the project, leaving an anticipated bond financing need near $16,635,000 (the resolution authorized a not‑to‑exceed $24,000,000 amount as a cap). He said a debt‑service reserve of about $1,700,000 was included provisionally and that tax‑increment revenues for the consolidated TIF area demonstrate coverage well above required ratios. Council discussed marketability and repayment structure; both resolutions advanced and were recorded as approved by roll call votes.
