Riley said the area plan staff issued a positive recommendation and the area plan board voted unanimously in approval at its prior meeting. Councilors asked about whether the program targeted youth at risk of delinquency; the petitioner and council described the program as supportive and life‑skills oriented. The rezoning passed 7–0.
