Library basement work delayed; staff to return with small additional HVAC allocation

Council members discussed possible mixed uses (teen space, modular community rooms, retail) and noted Friends of the Benicia Library operate out of the basement under a 501(c)(3) arrangement; staff said they intend to formalize a user agreement.
