Garland City Council on May 5 approved a variance to permit mixed beverage sales at Hawaiian Falls (4550 North Garland Avenue) where a 2022 variance had previously allowed beer and wine. The property is a large, 77.48‑acre park and staff said the area to serve alcohol is confined to an interior portion of the site rather than the whole property.
Staff reported they sent 111 notices and received no responses from Spring Creek Elementary, the school that triggered the request; staff also reported only one alcohol‑related incident in police records for the last six years in the surrounding area. Deputy Mayor Pro Tem Mott moved to approve and the motion passed 8–0 (Councilmember Williams was temporarily not at the dais during the roll call). Council members who spoke said they had not received constituent complaints and that the permitted alcohol service area is limited and contained inside the larger property.
Staff noted the applicant seeks to expand from beer and wine to mixed beverages and that city attorney consultation prompted returning the item to council to confirm council's comfort with the expansion. The approval permits the applicant to pursue necessary licensing and operations consistent with the conditions discussed in the hearing.
