The Garland City Council on May 5 approved a Specific Use Permit (SUP) to allow redevelopment of an existing car wash at 3401 West Buckingham Road into a modern automated rollover car wash. Staff recommended a 15‑year SUP for a partial redevelopment that preserves an ongoing use while requiring building, landscaping, circulation and signage upgrades.
Applicant Paras Cara described Vibe Car Wash’s plans to modernize the site, improve landscaping and signage and work with local nonprofits. Cara said the company acquired the location in August 2025 and supports the monument sign staff requested. Council members said approving the SUP would give the city regulatory leverage to require improvements that would not be possible if the nonconforming use remained uncontrolled. Councilmember Thomas moved to approve the SUP for 15 years; the motion was seconded and the item passed unanimously. Conditions recorded by staff include removal of an existing pole sign, installation of a monument sign and landscaping upgrades; the applicant agreed to coordinate on signage with the adjacent business.
