Nancy Tennell described a series of public‑art initiatives intended to create placemaking and social‑media attention for Downtown Garland, beginning with a 20‑foot by 16‑foot cowboy‑hat sculpture completed in November 2025 and funded in part through a Bankhead cultural arts designation grant.
Tennell said the installation and related campaigns have generated significant publicity: "We've gotten an insane amount of publicity, from this of people sharing over $3,800,000 worth of publicity just on, social media and news outlets. 49,000,000 viewers across 27 states have seen the hat or a snippet or a clip of the hat." She described accompanying projects—a tiny‑hat scavenger hunt with eight miniature hats installed across downtown, painted dumpsters refreshed during Art Made Here, and a community mural by local artist Colin Lassiter—intended to broaden engagement and add new walking‑tour elements.
Staff said the public‑art work ties to the city's cultural arts grant and to downtown marketing efforts; the board received the update as informational.
