Downtown redevelopment plan targets 1,900 new residential units to support businesses

Nancy Tennell summarized the recently completed redevelopment implementation plan developed with downtown redevelopment consultants and multiple stakeholder engagements. The plan is a 124‑page, data‑driven roadmap meant to guide future development reviews and public investment decisions.
"The plan recommended an additional 1,900 residential units in our downtown to support and expand the business environment in downtown," Tennell said, noting the plan provides visualizations (including VR) and a framework for matching incoming projects against desired downtown character, historic preservation, parking, and infrastructure ratios. Tennell said staff will use the plan when evaluating new planning department projects and to attract compatible developers.
Board members agreed the plan would be a key reference for future decisions. Tennell said the plan will be used alongside the infrastructure study (to be performed by Freese & Nichols) to align water, sewer and other systems with the growth the plan envisions.
