"They just couldn't make a grant application, and they listed several things that we needed to do to make it possible for us to have a grama," a council member said, explaining that the prior drainage study is not equivalent to a full project design. Council members discussed the difference between a drainage study and a design, and staff noted that many documents and attachments would need to be refreshed before the grant deadline could be met. No immediate commitment to re-design or re-scope was adopted at the meeting.
