JJR Development returned to City Council on Oct. 14 to present the 'Goose Creek Destination District' plan, a mixed‑use concept the company said aligns with the city's comprehensive plan goals for pedestrian‑oriented, family‑friendly development. Logan Stern, a development associate who identified himself as a Goose Creek resident, said the plan emphasizes green space and complementary uses.
"We believe that the plan we've come up with meets many of the comprehensive plan's goals, including promoting pedestrian and family development, maintenance of green and open space," Logan Stern said during his presentation. He invited council questions about design, parking and density.
Council members asked several design‑level questions. One council member (Councilwoman McSwain) raised concerns about preserving trees, lighting and a proposed digital clock tower and said she would "personally not be in favor" of a hotel on the site. Other members discussed unit density ranges that had been mentioned during negotiation (a notional upper range of 50 units per acre) and staff and the developer said actual build‑out would be constrained by parking requirements; the developer and staff cited lower, more realistic unit counts for the project footprint.
After discussion, Councilman Harmon moved to approve the zoning map amendment (village node to planned development) on the record; the motion received a second and the council voted in favor. The developer and staff will return with site‑plan details and specifics on unit counts, tree preservation and final design.
