Committee approves GMP amendment and testing task order for electric operations, sets Jan. 2028 completion target

The Finance Committee approved a GMP 2 amendment with construction manager Metcon for site work and a pre-engineered metal building as part of the electric operations center and backup 911 facility, and separately approved a task order with S and M E Incorporated for construction materials testing and special inspections.

Tyler Barrier, Electric Utilities Director, said GMP 2 covers grading, erosion control, fencing and early procurement of the pre-engineered metal building (a truck shed) and that the contract is broken into multiple GMPs. "This is a consideration for, an amendment for GMP 2 for our electric operations center and backup 9 1 1 center that's being constructed at 205 Monelfarb Road," he said.

Barrier also described the testing task order for soils, concrete, masonry and fabricated items and explained the on-call arrangement and not-to-exceed estimate approach used to set the task order price. When asked whether guaranteed maximum price is similar to a firm fixed price, Barrier responded, "Yes. Correct."

Barrier said the current projected completion date is "hovering somewhere around, January 2028," subject to weather and unforeseen delays. The committee approved both the GMP amendment and the task order; staff noted additional funding requests could come back if more work is needed than the not-to-exceed estimate allows.

Both items advance work on the utility center that the city said will centralize operations and support reliability and emergency response.
