City staff gave the Grand Prairie City Council a high-level review of the proposed FY27 Capital Improvement Program, describing 95 projects across six districts with a combined estimated cost of roughly $81,000,000 and separate debt and non-debt components.
Talbot, management services director, emphasized that the workshop is “a planning step” and does not authorize spending, award contracts or replace future council action. He told the council that bond counsel and financial advisers need the exhibit lists to begin the bond process so funding can be available with the next bond cycle in October.
Staff identified the financing split the packet shows as roughly $37,500,000 in CO bonds, $10,000,000 in water/wastewater revenue bonds and about $33,000,000 in non-debt-funded projects, and said the resolution with Exhibit A (debt-funded projects) and Exhibit B (non-debt-funded projects) will be brought back for council action on June 2. No vote was taken tonight; staff repeatedly framed the presentation as preparatory. "This is a planning step," Talbot said.
Council members requested a clearer breakdown of which specific projects draw from which fund sources and asked staff to provide a deadline for submitting any proposed adjustments before items become fixed through bond counsel or AG approval. Staff said they will compile council requests into a single document and circulate it to members ahead of any official vote.
