Parks department reports strong revenue performance; budget timeline moved earlier ahead of November election

Keith Ragan, Administrative Service Administrator for Parks and Recreation, presented an overview of the department's funding sources and tracking for the current fiscal year. He said the department manages three principal sources: the general fund (tax‑supported), the recreation performance fund (revenue‑driven enterprise fund) and capital improvement funding.
Ragan reported that the recreation performance fund brought in 123% more revenue than projected last year and that the department is tracking near expected levels year‑to‑date. "Last year, we actually received 123% more than our revenue projections," he told the board. He said the general fund is roughly 69% personnel, 24% operational and under 1% capital for the reporting period.
Because the city manager will provide the proposed budget earlier this year, Ragan said the parks budget discussion will move forward in July with the board slated to receive the proposed packet in early July and the city aiming to approve the budget in August. He tied the schedule change to a November tax‑rate election the city plans to present to voters.
Ragan recommended a follow‑up briefing on the tax election mechanics to help board members understand implications and possibly serve as advocates for outreach.
