Planning department staff summarized Development Services Committee recommendations to revise Garland's Development Code definitions and standards for carports, canopies and porte‑cocheres.
Staff said the changes would create three tiers of standards (all carports, those visible from a public street, and those not visible), clarify definitions, require paved surfaces and engineering standards, and add enforceable maintenance requirements. Staff proposed not permitting carports that are visible from the street for homes constructed after the GDC update in May 2015; pre‑2015 homes could still get visible carports but would be subject to robust materials, setback and height standards.
“We're not gonna wanna have carports to be permitted for homes that are constructed after 2015,” planning staff said, and described additional standards for compatibility with the main house and for porte‑cocheres. Councilmembers raised concerns about enforcement resources, whether the rules would be applied subjectively, impacts on homeowners in older neighborhoods, and the ability to regulate materials when improvements are attached to a main dwelling. The city attorney reminded council that state code limits what materials the city can restrict on structures attached to houses; staff said they would craft objective standards where possible and work with the City Attorney’s Office.
What happens next: staff will refine the draft language, distribute the presentation slides and examples to the full council, and return with a more developed ordinance or committee report for further consideration.
