TxDOT project staff gave the Garland City Council an update on the LBJ East (I‑635) reconstruction, reporting that most general‑purpose lanes are open and work is focused on punch‑list completion and the toll‑managed lanes.
TxDOT’s presenter said the $1,700,000,000 project has opened five general‑purpose lanes in each direction in many locations and listed completed and nearly completed interchanges (Greenville, Abrams/Forest, Skillman, Plano, Kingsley and Jupiter). She said crews are finishing pavement markings, signals and curb work and that some bridge overlays and punch‑list items remain.
“We are rebuilding 635, from 75 to Interstate 30, the $1,700,000,000 project,” the presenter said, adding that most general‑purpose lanes are open and that contractor work will continue through fall to finish punch‑list items. In answer to council questions about managed lanes, she said the project will open two managed lanes in each direction but tolling will be active only in one peak direction at a time (morning versus afternoon), with final managed‑lane activation and tolling algorithm work handled by the contractor’s base in Houston.
Council members pressed on timing and traffic impacts. TxDOT staff offered a schedule: several frontage and intersection items should be complete by the end of May, an overlay on Galloway over I‑635 by the end of June, and the managed/toll lanes could open between late June and early August depending on system integration and final testing. Councilmembers praised visible improvements and asked for continued coordination on signal timing, mowing/landscaping punch‑lists, and community notification when remaining work requires weekend closures.
What happens next: TxDOT will return with updates as the managed‑lanes communications and tolling equipment are finalized. Council members requested continued outreach about any short‑term closures and long‑term maintenance responsibilities for bridges maintained by other jurisdictions.
