Mayor Harvey Davis said prior work selected two generators and staff had paused procurement when the grant was approved; the grant requires RFP procurement and an engineer to write the RFP. "I think we got awarded the grant in the fall, and I think we have 2 years," the mayor said, and he asked the council to prioritize hiring an engineer so the grant conditions can be met.
Council discussed the trade-offs between moving ahead with city funds versus using the grant process; staff said they will proceed with the engineer-RFP step required by the grant and report back on timing.
