Planning staff seeks direction to reopen agricultural-preservation program and update TDR rules

Jason Brinkley, director of Planning and Zoning, and planner Jennifer David asked the board for direction to begin the public-adoption process for revised rules and regulations governing the county's agricultural land preservation program.
"Today, the purpose of our presentation is to give an overview, review, and discuss the proposed revisions to the rules and regulations for the county's agriculture land preservation program," David said, summarizing updates recommended by the reconvened TDR committee. The draft would lift a 2013 moratorium on new agricultural-preservation-district (APD) creation, clarify application and amendment procedures, and expand PAR-fund eligibility to include all TDR owners of record so owners can sell TDRs to the county "PAR" program.
Staff also proposed updating density rules so density is applied by APD (not by parcel), counting primary residences, buildable lots, and tenant houses toward density totals, and codifying agritourism as a permitted APD use subject to APB approval with a maximum of 12 public events a year. Brinkley said the changes are intended to modernize the program and to ensure consistency with prior policy decisions while enabling the county to reopen the program.
The board instructed staff to finalize the ordinance text with county-attorney review, publish the document for public comment, and schedule public information sessions and hearings.
