Councilors used the study session to confirm readiness of many agenda items and to identify items that require further review. Councilor Hudson (S4) said, "I have councilor Caldwell's item number 9, and she is ready to move that unless there's more questions." Councilor Majak's large package of items (10–32) was presented as ready but Majak requested a committee meeting specifically on items 10 and 11.
Councilor Moore (S6) told the body she had items 43 through 59 and that she would hold item 48 and items 54–59 for committee meetings, while leaving the other items in that range ready to proceed. The group also noted that item 60 would be tabled and that item 63 required executive-session discussion. These procedural decisions rearrange the council's forthcoming public agenda and send several matters to committees for more detailed review.
