Kim Cooper, executive director of the Beadle County Humane Society, presented a semi-annual report covering operational statistics, shelter improvements and staffing challenges.
Cooper said the shelter received 1,006 calls for service in 2025 and served 816 animals. She detailed dispositions: 82 dogs and 280 cats adopted or rehomed, return-to-owner figures for dogs and cats, and a variety of wildlife and farmed animal responses. On euthanasia Cooper said the shelter euthanized 8 dogs and 25 cats in 2025 and explained the conditions: medically recommended euthanasia, severe injuries from vehicle strikes, and dangerous behavior in a small number of cases. Cooper noted the organization aims to keep euthanasia rates low and reported a live-release metric of about 3% euthanasia overall in 2025.
Cooper described capital improvements funded by memorial gifts, including a new roof, a shade shelter at the dog park and a play yard for dogs to reduce kenneling time. She also outlined staffing shortages that prompted a return to the shelter's contract hours (Monday–Saturday after 8 p.m. emergency-only, Sundays emergency-only) and asked the public to respect fairgrounds rules during the county fair while highlighting upcoming fundraisers.
The commission thanked Cooper for the report; no action was required.
