County administrator recommends operational changes to curb amendments, reviews courthouse restoration fund

County Administrator and CFO Patrick Whiteford presented the amendment package and urged procedural adjustments to reduce recurring budget amendments. Specifically, Whiteford recommended giving department heads limited access to accounts payable so they can better monitor spending and prevent frequent line-item amendments. He also told the committee motions would be needed to authorize the Administrator/CFO to pay year-end bills and noted that per-diems could be added into the payroll process.
Whiteford additionally reviewed the Courthouse Restoration Fund, its intended uses and the authority governing expenditures. The committee acknowledged the recommendations and proceeded to approve the presented amendments and related year-end payment authorizations.
