COA director salary set at $65,681, effective Jan. 1

Commissioner Truman Bicum moved, and Commissioner Jeff Sieting supported, a consensus motion to set the COA Director’s annual salary at $65,681, based on current averages in comparable counties, effective Jan. 1, 2026. Commissioners recorded no opposition.
Board members said bringing COA pay toward comparable county averages is a priority; the COA Director was explicitly excluded from the $1-per-hour non-union raise because a separate salary increase was approved. Discussion of individual salaries (including John Starr) was deferred until Chair Scott Matley could be present for further conversation.
