Windsor Locks Board of Education votes to expel Student F for one calendar year

The Windsor Locks Board of Education voted unanimously on Feb. 3, 2025, to expel Student F from Windsor Locks Public Schools for one calendar year following an executive-session hearing. The motion "accepts and adopts the findings and facts discussed and presented in executive session; and find that Student F is hereby expelled from the Windsor Locks Public Schools, including all school-related activities, curricular or otherwise, for a period of one calendar year," the Board recorded when it reconvened in public session.

The motion was moved by Greg Guyette and seconded by Alba Osorio and was recorded as passed unanimously. Superintendent Shawn Parkhurst, Principal Rebecca Bissonnette and Assistant Principal Kirsten Krupa testified during both the offense and penalty phases of the hearing; the student and the student’s mother also provided testimony. The minutes note the Board adopted the administration’s recommended terms and conditions for the expulsion. The transcript contains an internal inconsistency about Ms. Lindsay Cutler’s presence (one attendance line lists her as present; a later roll-call note suggests she was not present); the Board minutes themselves do not reconcile that discrepancy.

The Board completed procedural steps including sworn witness testimony and two brief recesses before issuing its decision. The minutes state the expulsion applies to "all school-related activities, curricular or otherwise," and the Board directed implementation in accordance with the administration’s recommendations.
