Council approves 2026 water system plan update; city keeps existing water-use efficiency goals

The council adopted resolution 673 to approve the city’s 2026 Water System Plan update and its appendices, including the water use efficiency program required by the Washington State Department of Health.
City staff said the plan began during the city’s water-rights acquisition work in 2022, was submitted to Ecology in 2023, and after review by state agencies the plan is now ready for council adoption and final submittal to the Department of Health. Staff highlighted that Yelm’s average water usage is low relative to other jurisdictions and that as a result the city did not need to adopt new water-use-efficiency goals; the plan’s appendices and the efficiency program will be forwarded to the Department of Health for review and approval.
The council opened and closed a public hearing with no public testimony and adopted the resolution by voice vote. Staff said the adoption allows the city to maintain its previously approved approaches to water use efficiency and advance capital and funding steps called for in the plan.
