Council adopts six-year transportation plan (STIP) and raises facilities charges for new development

The council adopted resolution 670 to establish the 2027–2032 Six-Year Transportation Improvement Program (STIP) and then adopted resolution 671 updating transportation facility charges (TFC).
Cody, a city staff presenter, summarized the STIP as the six-year capital document that guides transportation funding and determines eligibility for federal and state grants; he said projects not on the STIP are not eligible for certain funds such as Federal Highway Administration and TRPC grants. He read the list of projects included on the STIP and opened a public hearing; no members of the public spoke. After council deliberation the resolution was adopted by roll-call vote.
Immediately following, staff explained how the TFCs are applied to new development to help fund infrastructure. Council approved an updated TFC schedule by motion: $5,429.97 per peak PM trip and a discounted $2,714.99 per peak PM trip for affordable housing projects. Councilors asked how these fees interact with project-specific mitigation through a traffic impact analysis (TIA); staff explained developments that overburden a specific intersection may have to pay additional mitigation or construct improvements directly.
