Councilor Wood asked whether nuisances would come before the full council; staff said declarations of public nuisance would, but notice and initial enforcement actions would not.
Councilors also sought clarity about interior conditions and odors. As one councilor put it, odor—rather than visibility—can trigger enforcement when it affects health and safety. Staff said the language targets visible and odor-producing hazards and that the process would follow the city’s violation-notice procedures.
The council discussed but did not take final adoption action on this ordinance during the session. Staff said the language could be amended to address council concerns about scope and process.
