County says HMP reimbursements pending in Tiger system; RCP and FEMA projects advancing but contracts lag

County staff updated the court on several federal and state grant programs. The judge said the county has incurred expenses under the HMP grant but has not yet received reimbursement because some documents were not uploaded into the Texas Tiger system and some Tiger accounts did not transfer during an earlier migration. "It's access to Tiger at this point to be able to upload the documents in their system, which they already have," the judge explained.
On the Resilience Community Program (RCP), the contracts department notified the county that the contract currently expires Dec. 31 and asked whether the county anticipates amendments or an extension. Commissioners asked staff to coordinate with the grant manager (Brooke) and confirm outstanding reporting milestones and extension needs.
FEMA disaster fund 4781 includes multiple mitigation projects that remain in closeout or require engineering contracts. Staff described delays in getting engineering contracts and noted that funding allocations and project prioritization remain under discussion. Officials said they will continue to coordinate with engineers and FEMA representatives to move projects toward bidding and construction.
