Charles cited a low-end 2026 construction estimate of roughly $15,000,000 and said staff’s projection work produced a high-end number just over $18,000,000 if bids are received in later years. The city also set a planning placeholder of about $500,000 for a traffic signal at Bagley and Lake and cited per-spot maintenance math (via Grand Rapids comparisons) that would yield roughly $160,000 a year for operations and reserve-building on a 240-space deck. “The 18,000,000 is the all in cost for the construction of the deck,” Charles said. He added that if the project proceeds, the city would wait for bids before sizing any bond sale so the city borrows only what is needed.
Commissioners asked about options the schools had evaluated (two‑story, underground, track-top, senior-lot), net parking impacts, and whether the schools can afford their share. Charles said the schools had provided estimates and that an intergovernmental agreement would be required if the city participates and if any right-of-way encroachment (three feet into city ROW) were involved.
