County to apply for up to $100,000 to assess flood-acquired open-space sites

Amy Oliver, Vernon County Community Development Director, asked supervisors to authorize applying for a 2026 Pre-Disaster Flood Resilience grant administered by Wisconsin Emergency Management for up to $100,000. Oliver said the county has acquired roughly 47 flood-damaged properties that must be maintained as open space and the grant would fund site assessments, H&H (hydrologic and hydraulic) studies, and development of an open-space management plan to help municipalities select low- or higher-maintenance conservation practices.
Oliver said the application is due Dec. 12 and requires a 25% local match — proposed as up to $10,000 in cash from a county grant-match program and up to $15,000 in in-kind match (staff time). The board authorized submission of the application and supported moving forward with study work intended to inform future implementation and grant-seeking.
